Grant alert: Recycling Victoria Infrastructure Fund – Materials

With grants of up to $8 million available, Sustainability Victoria is investing $28 million into local businesses to divert common recyclable wastes from landfill.

UPDATE 18 March 2020: In light of recent events, the the due date for EOIs has been extended until Friday 8 May 2020 by 3pm. Additionally, Local Government Authorities are also now eligible to apply for this grant.

As part of the Statewide Waste and Resource Recovery Infrastructure Plan, Sustainability Victoria aims to develop Victoria’s recycling capability, reducing reliance upon exporting low-value waste streams and long-term landfill storage. To do this, local businesses are being encouraged to invest in:

  • Infrastructure and equipment for new or upgraded facilities to increase Victoria’s capacity to decontaminate and sort paper and cardboard, plastics, and glass;
  • Infrastructure to facilitate reprocessing of materials from curb-side waste to a higher quality suitable for manufacturers and end markets; and
  • Infrastructure and equipment for the remanufacturing of recovered materials into new products.

Projects undertaken to improve local recovery of waste, create jobs, and increase the local use and demand for recycled products may be eligible for government funding.

The Opportunity

Under the Recycling Victoria Infrastructure Fund (RVIF), grants of up to $8,000,000 are available for businesses to assist in the purchase of recycling infrastructure. Grants are available through three streams:

  1. Paper and Cardboard: Grants of up to $8,000,000 for projects that will develop new or improved facilities to reprocess or remanufacture paper and cardboard.
  2. Plastics: Grants of up to $3,000,000 to recycle plastic waste, with a specific emphasis on common, low-value plastics (codes 3-7)
  3. Glass: Grants of up to $3,000,000 to fund resource recovery infrastructure for new or improved glass recovery facilities

All streams have a co-funding requirement of $1:$3 ($3 of eligible business co-contribution per dollar of government funding).

Businesses that have multiple eligible projects can submit more than one application, and projects that provide capacity across multiple waste streams will also be considered.

Who can apply?

Australian ABN holders based in Victoria that are looking to implement projects to recycle and divert paper, plastic, and glass products from Victorian landfills are encouraged to apply.

Individuals and registered not-for-profits are ineligible for this grant.

Application Process

The RVIF Materials (Paper and Cardboard, Plastics and Glass) Grants will be allocated following a two stage competitive application process.

To be eligible, applicants must submit a Stage 1 Expression of Interest demonstrating the need for funding, outcomes of the project, and ability to complete the project prior to March 2024.

Expressions of interest must be submitted prior to the 3pm AEDT, 8 May 2020.

If successful, applicants will be invited to Stage 2, which requires the submission of a comprehensive business case and further details regarding the project management, outcomes, and requirements.

Funding is anticipated to commence from October 2020.
